Learning Partnership with with refugee sector NGOs in Southeast Asia

Over 12 months, Lighthouse Partnerships was a Learning Partner for Porticus, supporting 10 NGOs working to strengthen rights and protection for refugees and displaced people in Thailand, Malaysia and Hong Kong. The work Porticus funded through these NGOs was called the Refugee Cluster.

As Learning Partner, we conducted a formal external evaluation of the Refugee Cluster, we provided shared workshops about monitoring, evaluation and learning for NGOs in the Cluster, and we facilitated an interactive workshop with refugee community members, civil society organisations and funders about power, partnerships and participation. We have shared insights from this work in a summary evaluation report and a Learning Brief about the workshop on power, partnerships and participation.

One focus of the evaluation was on successful learning and adaptation. We summarised insights about how NGOs and funders can support successful learning and adaptation in our Learning Brief: What does successful learning and adaptation look like?

Evaluation of multi-project programme on human trafficking

Lighthouse Partnerships conducted a year-long evaluation of a multi-project programme for global philanthropic organisation, Porticus. The programme funded 16 organisations working across Southeast Asia and beyond, seeking to create systemic disruptions to human trafficking through access to justice and private sector engagement.

In the evaluation, we used systems thinking and evidence of lived experience to evaluate the programme’s strategy, management and outcomes, and to understand the diverse and complex contributions of Porticus, its partners and other stakeholders to change.

The Public Summary is available on the Porticus website. Additional information is available in the three appendices below.

Strengthening evaluation capacity with advocacy networks

Lighthouse Partnerships provided evaluation capacity building support to several NGOs and advocacy networks based in Thailand and Malaysia working to promote rights-based alternatives to immigration detention for children. Through training and coaching, we helped them to identify their evaluation goals and priorities, develop their own monitoring, evaluation and learning frameworks, and lead their own research and evaluation activities.
